Can I get a refund for my negative bill?

Hello, can someone please help me here, I have left Canada permanently and have been sent a bill for minus $21, since I left in the middle of a billing cycle. Can I get this money refunded? Thanks.

Remove temporary suspension

HeyI am out of canada. So I added temporary suspension on my fido mobile but now I want to remove suspension but I am not getting network of fido on my mobile. It shows no service. So how can i solve this issue.? Thank you
