A temporary suspension can not be done online through self-serve on fido.ca, only a Fido representative can do it. You can reach out to customer support through any of the available methods listed here.
A few things to note before you proceed with the temporary suspension.
For future reference, the $10 fee only applies when a customer service representative performs a transaction on your behalf.

Hi, I am trying to temporarily suspend my plan for a few months. I don't mind paying the $7 monthly fee for this, but when I call Fido, the automated message says I have to pay $15 for a specialist to talk to them. This is ridiculous. I wish they had an online option for this.

You should know that the $15 service fee is only applicable for transactions that can be done with our self-serve tools, like changing your plan, for example. If you need help with something that you can't do yourself, you will not be charged.
