In which Province do you reside? At least in Ontario, the only $35 option I can see is for the Talk and Text plan. Is that the plan to which you refer?
If it is, you won't be able to access driving instructions with that plan since receiving those instructions would require data. In addition, some mobile phone assistance functions would also require data. You might possibly be able to pre-download maps for your areas of travel which you could use without the need for data.
