Can't answer incoming calls on a Samsung Galaxy

Hello. When I get an incoming call, my phone won't allow me to answer the call.  I have to wait until the phone stops ringing and then phone the caller back. Any suggestions to rectify this problem would be appreciated. It's a Samsung Galaxy phone .....
