I'd like to view my data dash board.

but it appears like that "Usage details not available".

Does it mean that I've already used all of the data and  I don't have usuable data any more?

I would appreciate if you send an answer to my email (***).

Hello HYEJINMIN,

 

  Sorry to hear you're not able to view the usage details. Had you recently made changes to your account? If you had, the system might not be able to provide up-to-date information. However, that does not necessarily mean that you had already used up all of your data. If you had exhausted your data allotment, your My Account would show 0 GB, not that Usage details not available.

 

  You should note the forums are community-driven and not intended as a venue for customer services. If you wished to discuss your matter, you would need to contact customer service. Unfortunately, they do not offer customer service via email. In addition, they can also be contacted via Live Chat, Facebook, or Twitter. Those methods can be accessed via the contact page posted above.
