Suspended, but still being charged

I've suspended my account for 6 months back in May and got "Account Change Confirmation" email starting from July 09, but still being charged, any help would be appreciated.

Cannot change to online billing

Hi, hope someone could help me. I'm trying to change my billing preference to email but there's no option to switch to online billing in my account.
