I purchased a phone these days. First I tried to pay with credit, and it looks like failed, so I tried to pay by bill. Then days later I realized that the balance is not correct, it went to 2 thousand something, and I cannot find refund button. Now I received the phone, I still want to keep it, but I do not want to keep that high balance.
For the new phone, I found there's a new sim card. Is that I just do not activated it and keep using my old sim card and everything will be find?

To clarify, what seemed to be incorrect when you processed the payment with your credit card? Was there a minus sign in front of your balance afterwards? Did you contact your credit card company to have the payment returned or contact us here?
As for the SIM card, if your old SIM is still compatible with your new phone, you can keep using it. Alternatively, you can activate the new SIM card through your online account. Here's a link with the steps to follow.
