Understand the base plan

Hi, I got a plan for $55/month ,  i paid $55+ $35 for some service charges and i was told your base plan will be $45/month due to some offer on the day i got the plan. i have received my second, service charges is returned as promised , but base plan remains $55 and i m billed for next cycle for $55 + charges?
