I switched over to Koodo from my Fido number on 27th December. My Fido bill cycle ends on 25th and I've received a full bill. Shouldn't I be receiving a prorated bill?

That's not your final invoice, the next invoice will be your final invoice and that will be prorated and you will receive a credit.
You should also note that the credit will be refunded by cheque and can take up to 6 weeks from when your final invoice is produced for you to get it, if you paid by card you can call customer service and request the credit to be refunded back to your credit card but you have to make the request before the cheque is issued.

I have a question,
I want to switch phone company but still remain with my same number. There is an existing balance on my fido account should that be paid off before I can switch?

Welcome to the community!
I understand you wish to port your number to another provider. Yes, you would be required to pay any existing balances on your account. Once your number is successfully ported out of Fido, your line will get cancelled. You will then receive a Final Bill. If, after cancelling your services, your account has a credit balance, a cheque would be issued and mailed to the address they have on file.
You should note that you would need to keep your Fido line active for the porting process to occur. You should also note that a verification text message will be sent to your Fido line before the port can proceed (see here).
