Sorry to hear you're having issues with roaming. What plan do you have? You should note that some plans are not eligible for roaming (ie Basic plans).
I understand you received that text message, however, had you verified that your device is compatible with the local networks? If you have a 5G device, you might consider disabling 5G. Fido does not offer 5G services and if your device is attempting to connect to that network, the local provider might not allow access to it.
You might consider contacting customer service to see if there are any roaming blocks on your line. In addition, they can also be contacted via Live Chat, Facebook, or Twitter. Those methods can be accessed via the contact page posted above.
