Texting international is not working. Tried two ways:
First: adding + sign and country code and phone number.
2nd way: 011 then country code and phone number.
I don't see my message sending or being delivered.

Sorry to hear you're having difficulties with sending International text messages. Are you also having sending domestic text messages? Are you able to make calls to those International numbers?
Firstly, what device are you using?

I believe those functions require Rich Communications Services (RCS) on android devices. If you are using a Samsung device, they have apparently removed RCS from their messaging app (see here). Is it possible your messages are being sent and delivered without that functionality?
Additionally, are you using a Fido device? If not, have you verified it is using the proper APN settings? If your messages are MMS, they may not send without the correct settings. You can verify those settings here.
I understand you seem to be aware of the International dialling format. However, does your Country destination have area codes with preceding zeros? Some countries (ie Ireland) have zeros preceding their area codes which are used in Country, however are not included when using the international dialling/texting format (see here).
