Hi, I am buying an UNLOCK Notes8, someone know if "1700/2100 MHz on Band 4" the same as "B4(AWS)"?

Yes, AWS stands for Advanced Wireless Services and is another designation for Band 4 (1700/2100MHz) (see here). It should be noted that Fido no longer uses band 17 shown in that link.
What version of that phone are you purchasing? You should note that if the version is not the same as the one sold in Canada, certain features (ie voLTE and Wifi-calling) may not work. While Fido recently allowed certain grey-market devices (ie Samsung devices newer than Galaxy S8) to use those services on the networks, other versions might still not be supported as those devices would not have been tested on the networks. This community member was able to get their Note 8 to use the services on the networks. However, flashing new firmware might not be feasible for all versions of the Note 8. In addition, altering the phone in any way would not be recommended and done at the owner's risk.

That version of the phone would have all of the compatible bands and frequencies. However, that version is not the same as the Canadian version (see here). As mentioned above, certain features (ie voLTE and Wifi-calling) may not work.
