Fido Iphone 11 128 gb backorder

I ordered an iphone 11 128gb on September 5th. One week later I was told that it is backordered. It's now the 29th of September, almost 4 weeks later, and I still haven't received an update on my order. Is this normal?

Can't Make or Receive Calls

Hello,  I can't make or receive any calls. It doesn't even ring and eventually just fails. LTE is active working. I have an iPhone X and have updated to the latest iOS.
