Why does Fido not provide wi-fi calling to those who do not purchase their phones from Fido.
I tried to set mine up for a newly purchased S9 and contacted support who just said that they do not provide that service unless we buy a phone from them and did i want to purchase one...

Is your phone the Canadian version of the S9? As far as I am aware, Fido had allowed certain grey-market (ie Canadian version of devices carried by Fido but purchased elsewhere) to use the service. Those included Samsung Galaxy S8 and above (see here).
I believe they restrict usage of voLTE and/or Wifi-calling to devices which have been tested on the networks. Other versions and other manufacturer devices would not have been tested on the networks and they can not guarantee those features would work with those devices.
