Actually, phones offered by Google including the Nexus and Pixel product lines are sold unlcoked regardless of the Dec 1st 2017 mandate.

  Welcome to the community!

  As of December 1st 2017, all newly purchased phones/devices are sold unlocked as per the changes to the Wireless code.
