I would like to file a complaint regarding my plan since 2018. I got a plan and device for $70 but its been six years and my bill is still the same. My device bill was done since 2020 but up until this day it is still included in my payment. WHAT A SCAM!! I need a back pay with those years!!

Sorry to hear you were not familiar with the type of plan you had when you got your device. Since you got your plan (and presumably device as well) in 2018, you would have a legacy subsidised plan.
Many mobile providers used to operate with a subsidised model for their contract devices. That model was different from a tab or financed model or the more recently available leasing model.
With the subsidised model, the subsidy was incorporated into the plan (ie small, large, etc). Since the subsidy was incorporated into the plan, your plan would not automatically switch to a BYOP plan at the end of a contract (see here). It was not possible to merely remove the device cost from those plans.
That said, you should note that Fido has now switched from their subidised plans to a financed payment program for new devices. That is, the cost of devices is now separate from the cost of services. Once the payments have completed with the new program, the only remaining monthly costs would be for services.
As far as I am aware, the Payment Program wasn't put in place until after you started your contract (see here). While there may have been some overlap between the two programs, it sounds like your plan was subsidised. Since your plan is a subsidised plan, your monthly billing would not have automatically been reduced once the phone had been fully paid. As mentioned, it was not possible to simply remove the subsidy from those older plans so you would have needed to have switched to a BYOP plan -- one without subsidy.
