Resolved! why my first bill has Previous balance?

I have taken new connection on Dec 10th 2021, received bill for the period between 10th Dec and 10th Jan. In the first bill I could see " Previous balance" to pay. why my first bill has Previous balance? 

Resolved! Where can I pay my bill with cash?

I don't have a credit/debit card, I don't have PayPal either and I think there has to be an easier way to pay other than mailing a cheque, right?   Last time I checked, it's still legal to use cash -_-   Thanks for any help in advance,    Wally584
