International call overcharge

Hello,Just wondering if the call was not actually established, like the line was occupied on the other end, no voicemail. The call just ended with the busy tone, Fido is still charging 1 minute on each call. Is that reasonable?

Why does my profile says "Im helpful level 1" ? I have seen other profiles saying "Im a controbutor level 1" or level 2  what makes me helpful instead of a contributor and why the level numbers?
