How to file a formal complaint?

How do I file a formal complaint against the customer support at Fido? The customer service is absolutely horrid and incompetent. They don't care to actually address my problem, just want to get me off the line.

Cancellation request

We are no longer in Canada. The children became worried about us being all alone in Canada, and if anything should happen to us, then it would be very far for them to travel for a funeral service.
