While I am not certain of the exact number of attempts prior to the charge, I do believe that they do still charge a Returned Payment/Cheque Charge (see here).

Got charged 75$ on my last bill. When I look up why. It says it's a charge for when the card used has insufficient funds and it declined. Except, it's fido that declined my payment. The card had enough funds on it. And once I put it through another time, it took it the second time. Anyone know how to get this fixed? Now that there's no live agents option
