If someone overpaid 3100 instead of 310 for fido bill, are they eligible to get a refund? If yes, then what is the procedure? I wish to continue with FIDO but paying 3100 and wait until it gets exhausted is not what I want.

We aren't an avenue for customer accounts support, I would suggest you call *611 from your device and make arrangements to have that payment refunded.
