The so-called "3GB Basic Plan - BYOP" appears in the Data, Text & Talk section, but it doesn't mention explicitly that it includes free texting (only Canada-wide calling), and the "Basic" part is confusing, as this is associated with the limited 3G speed. Can someone confirm what it is actually included in this plan?

That's strange and definitely confusing. I suspect there might be an issue with the website regarding the placement of that plan? The 3GB Basic Plan -BYOP used to be listed under the Basic Plans (see here). Not sure if the placement was moved because people complained they could not find that option or it was simply mistakenly placed under Data, Talk & Text plans. Alternatively, it's also possible they could have changed that plan to a Data, Talk & Text plan and missed changing the Basic plan wording to Talk & Text. As you note, Basic plans have specified to be 3G speeds whereas Data, Talk & Text plans are 4G speeds.
With respect to the Basic plans, you are correct in that the plan details does not specify outgoing text messages. However, the footnote states: Messages sent from Canada to a Canadian wireless number and received texts from anywhere. That statement would imply outgoing messages. It's possible they did forgot to include outgoing in their plan description.
You should note these forums are community-driven and not intended as a venue for customer services. We would not know what Fido intends for that particular plan. Perhaps @FidoSolutions could forward the matter to the appropriate department for clarification? If you would like to verify details of that plan, you would need to contact customer service. Hi @sinnombre , that's a great question. I don't see any mention of texting in that plan. However, I did seeThis plan that includes talk,text and data. If I find any further info on that particular plan, I'll come back
