Can't recieve SMS

My old iPhone 7 wasn't able to recieve SMS and when i bought a new iPhone 11 just today, I inserted the same SIM card and still cant receive some SMS from others... i have tried factory resetting and everything

1. When you say SMS, are you referring to iMessage SMS (blue text bubble) or regular SMS (green text bubble)?

2. Are you able to send a regular SMS (green bubble) to yourself?

3. Is your current device OS up-to-date?
