Can I order a new phone from Fido and use it without a Fido Sim?

I have a BYOD Plan with Fido. I was wondering, if I "upgrade" my phone to a new one, can I still continue to use my old phone using the FIDO Plan, and use the new phone by itself with a travel sim?
