Just to confirm, where did you get your new SIM card from?
You should also be able to update the SIM card linked to your Fido number online on Fido.ca. Are you getting any error messages when doing so? Let us know, so we can look into it.
same thing happened to me. my friend gave me his new sim card. I cannot activate it. I when to store they said it was already activated. so they gave me new phone. my guess your sim was activated aka taken. goto store get new sim.

Did you purchase the SIM card for a Postpaid or Prepaid account? If it's for a Prepaid account, it might only be able to be activated in a Fido store (see here).
