Fido/Rogers Home Internet down in my street

My internet is down since 3 am today.

When will Fido fix it? 

Can I contract the billing department to deduction the cost of the internet this month?

My internet is down since yesterday and am still without connection trying to call Fido service no response or answer but Rogers is working since today morning in my area
