Blocking Outgoing Calls/Texts

Is it possible to block outgoing calls and texts to a particular number? I have an iPhone 7plus

This isn't a feature Fido offers but it may be possible via your phone settings or third party apps.

@Community, any suggestions? Has anyone been able to do this?
