I have always been able to receive all texts messages and not require data or wifi connection.

A few days ago this changed and now I have to be on data or wifi to receive text messages from other androids.

How do I fix this?

  Welcome to the community!

  It sounds like those messages are being sent and received as rich communication services (RCS) messages (see also here). RCS messages would require data to be sent and received. Since you appear to only be able to receive messages using data, that could account for why you only get them when connected to Wifi. SMS and MMS do not get sent via Wifi (unless the device and plan are set-up for Wifi-calling). 

  You might consider disabling RCS or any Chat functions in your messaging app.
