why is a fee charged for calling a cab?

  Welcome to the community!

  Are you referring to the pay-per-use #TAXI service? If you are, that is a service provided by a third party, who also determines its charges (see here).

  On the other hand, if you're simply dialling the taxi company's phone number, normal airtime would apply.
