Scam Call?

I Got a call from someone calling from Fido customer retention and promotion center. The number when they called was a Saskatchewan area code. And the number for a call back provided was (647)492-9787. Not sure if its a valid Fido call or not. Can so...

Set up fee

Was told my set up fee would be waved otherwise I would have chose a different user that was going to wave it. Can this be corrected or can I cancel without penalty if not started yet.
