I am unable to place a video call with my unlocked LG G4. I have unlimited Canada wide talk and text plan. My video calling is on. My voLTE is also on and LTE icon shows on top, as you can see in the screenshot.
When I try to place a video call, this is what shows up on my screen for only one second before the call disconnects. See the screenshot below.
I was trying to call an iPhone 7 with LTE enabled for Voice and Data as seen here:

What the heck is "Do not connect Video Call"?!

Welcome to the community!
As far as I am aware, I do not believe that Apple devices support voLTE video calling as they offer Facetime (see here). You will also note that support link you posted only mentions voice calls over LTE. The do not mention video calls. You might consider contacting Apple to enquire whether the functionality is available on their devices.

Thank you for you reply. I guess you are right.
Obviously, Apple does not want its customers to use native dialer video calling over LTE as it does NOT require internet/data but to use Facetime, as it does need internet connection hence incurring fees.
Why am I not surprised?!
