The bill is high

Hi, 

    I was promised that I will be paying $55+ taxes every month for 1 year, then will be $65+ taxes. I got the bill of $65+ taxes for last 2 months. When I called the customer service, they said that the amount I paid extra (i.e. $20 until today) will be reduced in my third bill and from the forth bill I will be paying $55+ taxes. Today I got my third month bill, I see 55+ taxes. I did not see the amount I paid is reduced. Is there anyone I can contact and get it straight? Please help me with this. I don't mind $20. I just hate it when got cheated.
