Service Fee setup

I bought iphone 13 under promotion on black friday deals from costco. costco rep told me that service setup fee will be waived under this promotion but i still got a service fee on my december bill. How it can be waived?

Did the store rep confirm that the fee would be waived in two to three invoices per chance? That's the ongoing instore promotion at the moment.
