My parents used a prepaid phone couple years ago, and they stoped using it two years ago.
They want to use prepaid phone again. Should I buy a new sim card for prepaid? I'd like to know how I can use my parent's old phone with prepaid plan.

Once a phone line is discontinued/deactivated, the SIM card becomes permanently non-operational. At this point, you would have to either order another SIM card or purchase one in store.
