Reach out to customer care

I am trying to reach out to customer care and as per the new system, when you call them, they send a message to you for Ask Jack and won't let you talk to a representative. What is this?
I was to upgrade my plan and before that want to make sure the discounts/addons I have would stay or not. What is the better way to contact a representative?
