Not returning the money since a year

Hi, 

I have such a bad experience with the fido not ready to pay me back the money they owe, simce a year I have been fido customer and ported over to rogers, and owe the money to rogers for the next bill and fido also asked me the money by saying that this time you would have to pay the bill for both carriers and then fido the old carrier will refund you the money for that month although I have cancelled the services, it's been a year i have been calling so many representatives they are just making me fool that cheque is on the way wait for a month, then when i call and say i didn't receive they say we are creating a case investigate then this process keeps going and i didn't get the refund yet.
