Is PR Card Valid as ID?

My wife just landed as PR but because of the pandemic, it's not easy for her to get a driver's license before going out with a cell phone.  But if we register online, there is no option for her to use her PR card as the ID.  So does Fido accept only Canadian citizens to register a phone online?

She has a Canadian credit card though, is that a valid ID for her to register online?

Since you have a credit card, we will need one more ID. You can use the following pieces of ID: 

- Social insurance number 

- Passport 

- Banking information (bank, transit and account number). 

If you don’t have a Driver's Licence, we also accept one of the following: 

- Provincial ID
- Age of majority card
- Passport
- Citizenship card
- Native status
- Senior Citizens card
- Armed Forces ID
- University student ID
- Company ID
