I returned my iphone within 10 days according to the contract. So why fido is sending me the 1100CAD bill..is it a joke?@fido

That is definitely not right, you shouldn't be billed for a returned device, unless we didn't receive it yet.
Have you confirmed with the tracking number if we received the phone? If we did, this situation can be corrected by reaching out to us on these channels
