I can't make outbound calls, but I can receive calls and still text

Hi there.  I haven't been able to make any outbound calls for a few hours.  However, I am able to receive calls and texts.  I've tried restarting my phone, and that didn't fix the problem.  Are other customers having the same problem?  Thanks for your help.
