I bought a phone(S10) and signed a 2 year contract. However, I have moved out of Canada permanently. I'm willing to pay the full payment of the phone in monthly installments but I want my sim card to be deactivated and not charged as I'm never going to use it again.

Only a Fido representative can process the cancellation, you will need to contact customer service to process the cancellation.
If you are unable to pay the full balance at once you can notify Fido and work out a payment plan.
You can contact customer service even from outside of the country through any of the available methods listed here.
