Hi,
I cant find any definitive answer - is the 2G network closed?
An elderly family member of mine has an old Nokia 6030 with Fido (prepaid) and only makes a call once in a blue moon. She keeps it active but my guess is that she is paying for nothing since the network does not exist and would be unable to make a call if she needed to.
Before I tell her "your phone is no good anymore" i'd like to be sure.

Assuming she has coverage where she lives, it's possible her phone still works for calls. However, it might only be for a short while longer...
Rogers has already begun phasing out the 1900 MHz frequency band on both the 2G and '3G' networks (see here). As far as I am aware, her phone is compatible with both 1900 MHz and 850 MHz frequencies so it should still work using the latter frequency, providing there is coverage for that band in her area (see here and here).
That said, as far as I am aware, the full GSM (2G) sunset (including 850 MHz) is scheduled to occur December 31st, 2021 (see here).
So, she would only be able use that phone for a couple of months longer.
