I purchased a talk and text package for a Carribean trip and made sure the countries I visited were covered under the plan. I sent 12 messages and received only 3 immediate replies. To my surprise, the other 9 messages were received by me almost a week later when I was back in Ontario. A call to Fido resulted in an expanation that it was the network in those countries that was to blame. A partial refund was given. Not happy. BTW the talk package worked fine.

When on a foreign network, if there are delays like that it can be due to the foreign network as when you're travelling you're not using the Fido network.
