Generally, contracts are not available for pre-paid plans (see here). In addition, you should note that since Fido has switched from their old subsidised plans to their financed Payment Program, contracts are also no longer required for post-paid plans. The only requirement for a contract for mobile services would be to finance a device from Fido.
That said, only the post-paid plan option would provide monthly statements which might be used for proof of address. Pre-paid plans do not have monthly statements. However, a credit check might be required for a new post-paid line.
