Cannot receive or make calls, but text OK

Hi, I can not receice or make phone calls, but can receive or send message. My phone is iphone4, I tried do the software update to iso 7.1.2, but still not work. Please helo to solve my problem.

  Sorry to hear you're having issues with your calls. Which version of the iPhone 4 do you have? Does your phone get cellular signal? Could you also please clarify whether those messages are text messages (ie SMS and/or MMS) or iMessages? If they were iMessages, were they sent via Wifi or cellular data?
