Can I call my daughter on her cell phone while she is in Ireland from Canada? Is there an extra fee for this?

For you, if your daughter's cell phone number is a Canadian number, your calling it when she is abroad would be no different than if she were still in Canada. It would still be considered a call to a Canadian phone number.
However, if your daughter answers the call (or uses any other services), it would be considered roaming usage on her line since she is currently in Ireland -- roaming charges would likely apply. So no additional fees for you, but roaming charges for your daughter.
On the other hand, if your daughter elected to obtain a local SIM card for use when she is away, your calling her cell phone (with the local SIM and new local number) would be considered a long-distance call for you.

easiest to use app like whatsapp or wechat. (as long as both you have wifi or data plans).
