Is your area serviced with Rogers Cable? I understand both Rogers and Cogeco appear to offer services in Orillia. However, their service territories do not overlap. It's possible a portion is serviced by Rogers and another portion is service by Cogeco (possibly others as well?). If your area is not serviced by Rogers, Fido Home Internet would not be available.
Have you had a chance to check your address to see if Home Inernet is available? You can do so by clicking Check Another Address, here.
If Home Internet is not available at your address, using your phone's data would depend, in part, on your location relative to the cellular towers. Unfortunately, there doesn't appear to be very many cellular towers in the area.
