I would consider those messages to be highly suspect as a SCAM. The phone number appears to be an Iristel landline number from Winnipeg, MB (see here). However, none of the Fido stores in Winnipeg appear to have that number listed as their contact phone number (see here). A Google search of the number also does not identify it as belonging to Fido.
I understand they may have provided your name and number and suggest they may have access to your account by saying you're eligible for an upgrade. However, most people could be eligible for a phone upgrade.
If you are interested in getting a new phone, you would be better off looking at devices yourself on Fido.ca. Alternatively, if you would like assistance with getting a new phone, you might consider going directly to your local Fido store or contacting customer service directly yourself.
