iPhone 6s with iPhone value pack-name display, but name display doesn't work

I have an iphone value pack on my monthly plan, which include visual voicemail(vvm) and name display. The vvm works perfectly while the name display doesn't work. The calls from non-contacts doesnt show the names, only phone number. Is there anything to solve the problem? IOS is 10.2.1.

  Is it possible the calls only showing phone number come phone companies (mobile or landline) who do not provide the name information? Additionally, some individuals may opt not to provide or broadcast the name information due to privacy concerns.

That's definitely odd; the iPhone is compatible with name display, so you should be seeing the names of non-contacts who call you.

Has the name display worked in the past? And is your iPhone a Fido phone or is it unlocked?
