I have had an iPhone 4 for over a year on a 3 year contract, is it possible to upgrade to an iPhone 4S?

Yes, but you will be paying full price for the phone.

I just got off the phone with Fido. It is not possible to pay full price for the phone. The only way they told me I could get one is to cancel my contract and pay their cancellation fee then I could re-sign up a new contract with them getting the 4S, what a bummer.

Well, realistically, there would no reason to buy it at full price from Fido or any carrier, since you could buy it for the exact same price directly from Apple (cheaper if the carrier also charges hardware fee) and it would be unlocked for use on any carrier from Apple.  Maybe if you were planning to use Fido dollars, but that technically requires renewing and data addon (some stores will let you pay with FD without a renewal)
