iPhone 13 calls will change to 3G

It shows LTE all the time, but whenever I makes a call, it will change to 3G and I will have the voice message saying I am using the 3 G network.

My phone is iPhone 13 with the latest iOS 18.4, there is no option to turn on the VoLTE
